2.5 Community Voting (Post-Governance Phase)
After full DAO deployment:
- Proposal Bond (500–1,000 ROOT) required for submission
- Approved proposals → bond refunded + bonus; rejected → partial burn
- Voters receive pro-rata rewards from DAO Reward Pool
